Assessed the Urban Local Government Development Programme (ULGDP) across 19 cities using the OECD DAC evaluation criteria.
The project strengthens the institutional capacity of Urban Local Governments (ULGs) in Ethiopia to improve the delivery of urban infrastructure and basic services through performance-based grant financing. The assignment evaluated the Urban Local Government Development Programme (ULGDP) to inform its scale-up and enhance the effectiveness of urban investments across the country.
