Reviewed progress and results across multiple states and levels of government against the programme's original objectives.
The project delivered the mid-term and annual review of the Partnership to Engage, Reform and Learn (PERL) programme, which supported governance reforms and improved public service delivery across federal, state, and local governments in Nigeria. The assignment assessed programme progress, evaluated the implementation of the Problem-Driven Iterative Adaptation (PDIA) approach, and generated evidence to inform future governance programming.
Evaluating Governance Reforms
Assessed the effectiveness of the PDIA approach, reform outcomes, and lessons emerging from programme implementation.
Informing Future Programming
Analysed the transition from pilot interventions to larger-scale reforms and provided recommendations to strengthen programme complementarity and future DFID Nigeria governance strategies.
