Thematic Evaluation of Kenya’s Job Creation Programmes

The project evaluated four FCDO-funded job creation programmes in Kenya for the British High Commission (BHC) to assess the effectiveness of different approaches to job creation. The assignment generated evidence on programme performance, costs, and benefits to inform future employment programming by BHC Nairobi and the wider FCDO.

Developing an Evaluation Framework

Established an overarching theory of change for job creation by building on the existing theories of change across the four programmes.

Assessing Programme Performance

Collected and analysed evidence through document reviews, programme monitoring data, interviews, focus groups, and application of the FCDO Jobs Measurement Framework.

Generating Strategic Recommendations

Synthesised findings across programme case studies, refined the job creation theory of change, and identified opportunities to strengthen synergies between programmes and inform future interventions.
