The project analysed budget allocations and expenditure trends across 11 counties in Kenya to support UNICEF in strengthening decentralised social protection systems. The assignment assessed public financing patterns across key social sectors to generate evidence for improved resource allocation, sector planning, and service delivery.

Analysing Public Expenditure

Assessed sectoral budget allocations and expenditure trends across health, water, education, child protection, social protection, nutrition, and HIV/AIDS following decentralisation.

Evaluating Budget Performance

Analysed per capita expenditure, budget absorption, and key service delivery indicators to identify opportunities for improving public spending.

Supporting Evidence-Based Planning

Prepared county-level and national sector budget briefs to inform public financing decisions and strengthen decentralised social protection systems.
