Led the evaluation of SPHEIR across its lifetime, including baseline, process, mid-term, and final evaluations.
The project evaluated the Strategic Partnerships for Higher Education Innovation and Reform (SPHEIR) programme, the UK's flagship higher education initiative supporting partnerships between higher education institutions, NGOs, and the private sector across Africa, the Middle East, and Asia. The assignment generated evidence on what works in higher education strengthening to inform programme delivery and future investment in the sector.
Generating Evidence for Learning
Commissioned and managed primary and secondary research to assess the effectiveness of different higher education partnership models.
Informing Future Programming
Produced evidence and recommendations to strengthen higher education programmes and guide future policy and investment decisions.
